Can You Lose Weight by Lifting Heavy

I need to build muscle while at the same time lose weight. I was once told that gaining weight on the scale has nothing to do with muscle mass. I need to build muscle all over without gaining weight. So, do I lift heavy with low reps, or do I lift light with high reps?
